I'm sorry, we do not have such case study: Cabling-Design.com is primarily about premises and residential cabling, whereas your project will obviously employ a lot of long haul outside plant cables/equipment.
What I'd like to point out though is that your situation is not so unique these days. The telecom industry took probably the biggest hit in this economy downturn, and a lot of companies are understaffed.
Look at the bright side of it though: 3 men, 130 work days, 210 sites - it's 1 day, 6 hours and 24 minutes per site. If you don't have to fly between the sites (do you?), or pull new cables, maybe it's something doable?
