 Cabling System Installation Guide
I'm currnelty supervising a mass cabling project for the government. Is there any ready to deploy guidelines for me to imposed to the contractors involved?
System consists of SMF, MMF and Cat5e cable (for data and voice)

Dear Hisham,

The way I understood you question is that you need to write an RFQ (Request For Quote) to be presented to the contractors. This document is required for them to participate in your bid. This is not a deploy guidelines, this is rather a technical spec of the system that you are building. In your bid award process you may want to select an experience contractor who already knows how to deploy the system.
