Is it preferred and or permitted to run cabling through one office to get to another??

Dear Clyde,

The preferred method would be to use hallways for distribution of the bulk of the cables. However, if there is an office on the way, and you can utilize the above-the-ceiling space to get to the other office, I do not see any problem with that. There is no regulation I know of that would not permit that.
