Dear Simon,
The operating temperature is set by the manufacturer. In your question you mention both riser rated and use outdoors. Typical CMR (riser rated) cables are not manufacturered to withstand installation outdoors.

There are specialty products that are rated for outdoor and also have a CMR (riser rated) classification. Take a look at Belden's part #11700A, here is a link

http://bwccat.belden.com/ecat/jsp/Index.jsp?P1=undefined&P2=undefined&P3=undefined&P4=undefined&P5=undefined&P6=undefined

BTW Belden lists the operating temperature for this cable as -40°C To +75°C.

Other manufacturers also make a similar product in case Belden is not available in your area.

This cable is NOT suitabile for installation in Plenum spaces and you should always consult your AHJ (Authority Having Jurisdiction) to see if there is a code adopted concerning outdoor rated cable restrictions

Sincerely,
Joseph Golan, RCDD
